Riesling is more challenging to grow successfully in the Philippines than tropical-adapted varieties. It is traditionally associated with cooler grape-growing regions, and high tropical temperatures and humidity can affect fruit quality and disease pressure.
If your goal is wine production in the Philippines, I would generally prioritize tropical-adapted varieties or hybrids over Riesling.
